Default Monk Armor + insignias and runes

ok i just started playing monk and ive never had this happen to me on any other character

im an ascalon monk and went to EotN (because im going for survivor i went to go get the heros and max armor)) but when i tried to add runes and insignias to the armor set it would only let me add one rune/insignia to each piece of armor

ok i have other chcarcters and ive always been able to add a survivor insignia and vitae rune to EACH piece of armor resulting in a very high HP which i shelpful on survivor

i quess my question is

is this normal can you only add one rune/insignia to monk armor

thanks in advance

BTW im talking about VITAE RUNES not VIGOR RUNES cause i know someone will get these two confused eventually

Is it a collector armor? Collector armors can only have runes and no insignias.
Crafted armor can have one rune and one insignia in each piece.
